Primary care facilities in the Medical Community of Pingyang County previously had weak performance incentives. Township health centers used different pay schemes, with little difference in pay for different workloads. Staff motivation was low and turnover was high.

Under the direction of the county government, the lead hospital deepened the reform of the county medical consortium. It integrated county and township medical resources and reformed the management systems and operating mechanisms of the county hospital and the township health centers, so that the members share services, responsibilities, benefits and management. This supports a more rational allocation of resources within the county, the mobility of staff and stronger service capacity at the primary level.

The hospital moves staff and technical skills down to the primary level, and has set up performance reward funds to encourage its branches to launch new services. It uses digital tools to move from volume-driven management to all-round performance management, and is building a core primary-care team that stays in the community.
