Henan Provincial People's Hospital


Against the background of healthcare reform, tertiary public hospitals need performance pay systems that reflect the labor and technical value of medical staff. Henan Provincial People's Hospital is a general Grade III Class A (tertiary) hospital co-managed by the National Health Commission and the provincial government. Guided by its public-service mission, it introduced modern performance management concepts and methods, including resource-based RBRVS and DRGs. On that basis it established a knowledge-value-based assessment and pay distribution system, which it continues to improve.
In practice, the hospital set up a performance expert group to define the assessment items and to assign RBRVS point values to each service item. It then determined how performance workload is measured and tested the calculations in operation. It also set the principles for department-level bonus allocation, including reasonable differentials between the various types of posts.
The hospital has a history of more than a century and strong technical capacity, and has improved both its economic and its social performance.
