Improving operating efficiency and shifting from scale-driven to quality- and efficiency-driven development is an important question for hospital managers. The Second Affiliated Hospital of Wenzhou Medical University combined a broad economic and operational perspective with the reality of running several campuses. Working toward standardized management and better quality and efficiency, it established an RBRVS workload performance accounting system that incorporates DRGs, and advanced a change in both its development model and its management model.

The reform is guided by strategic requirements, measured against compliance requirements and aimed at effective control. It encourages the development of high-risk, technically demanding medical service items, and improves staff motivation and the fairness of reward.

Since the reform, the hospital's management and structural indicators have improved markedly, staff enthusiasm has risen significantly, and the quality of medical services and patient satisfaction have continued to improve.
