Shandong Provincial Hospital Affiliated to Shandong First Medical University works from its role as a provincial hospital and faces multiple challenges in its internal and external environment. It introduced a new performance scheme to renew internal vitality. The scheme uses RBRVS to quantify and itemize the diagnostic and therapeutic work of medical staff. It establishes a performance pay incentive and assessment mechanism that takes workload as the accounting basis, work quality assessment as the standard, stronger cost control as the means and key indicator assessment as the orientation.

The hospital is a modern general Grade III Class A (tertiary) hospital combining clinical care, research, teaching, prevention, health care and guidance for primary institutions. It has the most complete range of functions and the strongest service capacity in the province, with two campuses, the central campus and the east campus. It has ranked first for consecutive years in the province's performance evaluation of inpatient services at tertiary general hospitals, and it is among the national leaders in the China’s National Performance Assessment of Tertiary Public Hospitals.
