Medical Consortia of Suzhou High-tech District

As healthcare reform deepens, performance management and assessment in medical consortia face new challenges.

Suzhou New District has built two groupings: the medical consortium led by Suzhou Science and Technology Town Hospital, and the Medical Consortia of Suzhou High-tech District led by Suzhou New District People's Hospital. Three problems remain. First, development among the member institutions is uneven and the sources and quality of performance data vary, which makes it difficult to aggregate indicators and to choose weights and target values. Second, manual data processing is outdated, with low efficiency and insufficient accuracy, so scientific assessment and evaluation methods and tools are hard to put into practice. Third, professional management staff are scarce at institutions at every level, and information-technology tools are urgently needed.

The reform aims to motivate primary institutions and their medical staff under the principles of ensuring basic services, strengthening primary care and building sound mechanisms. It also aims to support the development of regional performance assessment systems and mechanisms, and to improve management efficiency.
