Policy background

The national public hospital performance assessment is issued by the National Health Commission and has become the principal basis for assessing high-quality development. The indicator system for tertiary public hospitals contains 4 first-level indicators, 14 second-level indicators, 55 third-level indicators (50 quantitative, 5 qualitative), and 1 newly added indicator; maternal and child health hospitals have 56 indicators, and hospitals of traditional Chinese medicine have 66+1. The system for secondary public hospitals contains 4 first-level indicators, 10 second-level indicators, and 28 third-level indicators (all quantitative), of which 21 are national monitoring indicators. Primary-level hospital assessment comprises 42 third-level indicators.
